Switch the relation's direction between ONE_WAY and TWO_WAY. The change is processed by a background
task that reconciles product connections for the relation. Switching from TWO_WAY to ONE_WAY is always
allowed; switching from ONE_WAY to TWO_WAY requires the relation to have no product connections.
